Are Shih Tzus Supposed to Herd?

Whenever he starts howling out back or the tea kettle starts whistling
	she herds me. She herds me to the stove for the tea kettle and the back door for the Siberian. She’s only 9 inches tall at the shoulder and she pushes me along at mid-calf.
